I. Opening Devotion
Chairman Behnke called the meeting to order. Pastor Hacker opened the meeting with a devotion on Hebrews 12:1-2.
Motion made and seconded to approve the agenda. Motion carries.
II. Minutes (cf. previously submitted minutes)
Nov. 8, 2025 - Quarterly Federation Meeting Minutes
Motion made and seconded to approve the November Quarterly minutes. Motion carries.
III. Reports -- Questions, Highlights, Discussion (cf. previously submitted reports)
A. President – Ps. Jason Hacker - Pastor Hacker shared the President’s report that is linked.
B. Education – Rick Zimmerman - Mr. Zimmerman was coaching for the A-Team Basketball tournament and excused from the meeting. Chairman Behnke shared with the Federation that the Valedictorian and Co-Salutatorian were appointed at the February Board of Control meeting. The committee has also been tasked with further discussion regarding ropes and things being worn as part of the graduation services.
C. Building and Grounds – Gary Zander -
Mr. Zander shared the Building and Grounds report.
In addition to his report, Mr. Zander updated the Federation with the process of cleaning-up the trailer with the old bleachers in Mr. Waack’s field. The individual who will be taking care of this will salvage what he is able and get the trailer off the land. Mr. Zander further explained that our goal is to have that cleaned up by May 1st.
1. Master Site Planning – Jerry Haupt - Mr. Jerry Haupt gave highlights from the Master Site Planning report.
D. Admissions – Jeremy Fischer - Mr. Jeremy Fischer shared the report from Admissions.
E. Student/Staff Services - Mr. Tim Lukasek - Mr. Tim Lukasek highlighted different portions of the committee’s report with an emphasis on the Parent Survey that has been completed. In addition to the report, Mr. Lukasek shared that the committee facilitated SCRIP-mas for the staff and teachers. He also noted that the Board of Control will be at MLHS during the school day for a visitation day.
F. Mission Advancement – Nathan Brooks - Mr. Nathan Brooks gave highlights from the Mission Advancement committee.
G. Finances – Pastor Steven Wall - Pastor Steve Wall shared the Finance Committee report. As part of the report Pastor Wall further explained that the tuition formula that is being looked at will be a guideline to increase tuition. We will be using this formula to guide us for gradual increases of tuition that allows us to properly conduct the ministry of the school but also does not become a hardship for families.
H. Transportation Report – Matt Menges - Mr. Menges shared the transportation report.
I. Chairman – Mike Behnke - Mr. Behnke shared his Chairman report. As part of his report, Mr. Behnke explained the open Board of Control positions that will be voted in the Spring Federation Meeting. Because Mr. Behnke and Mr. Menges are Chair and Vice-Chair, those positions will be for “General” positions rather than a specific committee chair. With Mr. Behnke’s position being up for vote, Mr. Jerry Haupt has agreed to chair the Nominating Committee.
Motion made and seconded to approve the reports. Motion carries.
IV. Updates from Previous Meetings
V. Action Items
A. Vote on Housing Cap $325,000 - Motion made and seconded to move forward the Housing Cap. Motion carries to approve the Housing Cap at $325,000.
B. Nomination Committee
Motion made and seconded to set up the Nominating Committee with Mr. Jerry Haupt as Chairman of the committee. Motion carries.

Motion made and seconded to adjourn the meeting. There was no further discussion about adjourning the meeting. Motion carries.

By 2026, Manitowoc Lutheran High School will continue to use the gifts God gives his people to serve as a light in the Manitowoc area, to model the ministry of an area Lutheran high school and be a trusted program that reaches out to prospective families at home and abroad.
